"The foregoing study shows that (1) there is ample reserve of fluorspar in the United States to take care of its requirements for many years, (2) if developed and scheduled on a production rate equal to at least seventy-five percent of the annual domestic requirements, (3) which will permit a sufficient increase in production rate in time of war to take care of increased wartime requirements" – Conclusions and Recommendations, p.
