"An examination of the various Building Codes and ordinances of American cities shows some little variation in requirements and specifications for structural material. Each writer or engineer, to whom has been assigned the task of preparing the several codes, has had individual theory or rule which he embodies in the work while holding in the main to the generally accepted provisions. It is for the purpose of comparing the variations in the different codes with the hope of deducing what might be considered as standard practice, that this investigation has been started" – p. 4.
