Mobiliser au sein des Nations Unies : le cas de l’interdiction des armes nucléaires : Mobilizing at the United Nations : the case of the nuclear weapons prohibition

L’ouverture de la négociation pour un traité sur l’interdiction des armes nucléaires (TIAN) en 2017 fait suite à une initiative sur les « conséquences humanitaires de l’arme nucléaire » (CHAN) qui s’est développée dans les enceintes onusiennes mais également à travers des conférences internationales ad hoc. Revendiquant une filiation avec les processus dits d’Ottawa sur les mines antipersonnel et d’Oslo sur les armes à sous-munitions, cette initiative CHAN en a repris des éléments de stratégie, notamment le (re)cadrage dit « humanitaire » des armes nucléaires. Cette thèse analyse en termes de mobilisation ce processus en grande partie diplomatique. Cela se justifie, d’une part, en raison du caractère essentiel de cette dynamique de mobilisation pour porter le sujet du TIAN à l’agenda formel de l’ONU et, d’autre part, compte tenu de l’implication, aux côtés des États, de plusieurs catégories d’acteurs non-étatiques. Le fait que cette initiative soit parvenue à un résultat concret constitue l’énigme de la genèse du TIAN et de cette thèse (variable dépendante). Considérant l’apport du tournant cognitif pour la sociologie des mouvements sociaux, nous avons utilisé le cadrage « humanitaire » en tant que variable indépendante. Nous n’avons pas ignoré la mobilisation des ressources ni la théorie des opportunités politiques. À cet égard, d’autres éléments de la stratégie des prohibitionnistes ont été décisifs, notamment le travail diplomatique consistant à poser les jalons institutionnels de la mise à l’agenda. Quant au cadrage, son rôle a été majeur pour aplanir les différences, faire apparaître une unité, susciter des émotions et faire qu’agir devienne impératif. The negotiation on a Treaty on the Prohibition of Nuclear Weapons (TPNW) started in 2017, following an initiative on the "humanitarian impact of nuclear weapons" (HINW) which had taken place in UN fora and other ad hoc international arenas. While stressing a parenthood with the Ottawa process on anti-personnel landmines and the Oslo process on cluster munitions, this HINW relied on elements of their strategies, notably the so-called “humanitarian” (re)framing of nuclear weapons.The thesis analyzes this process, which is mostly diplomatic, in terms of mobilization. The reason is twofold first because of the essential nature of this dynamic of mobilization to bring the TPNW to the UN formal agenda, and second because of the involvement of several kinds of non-state actors alongside States. Yet, the fact that this initiative achieved a concrete result constitutes both the puzzle of the TPNW’s origins and of this thesis (dependent variable). Focusing on the contribution of the cognitive turn for the sociology of social movements, we used the "humanitarian" framing as an independent variable. However, we also considered resources mobilization and political opportunities theory.
