Using a qualitative ethnographic approach, this research investigated the situation of the Tsotsil language spoken in Chenalhó, Chiapas, Mexico, by focusing on the implementation of a Spanish-Tsotsil bilingual elementary school. This dissertation was a summative program evaluation with qualitative inquiry of the Latinas Learning to Lead Summer Youth Institute. This week-long leadership development program is exclusive to college-age Hispanic women. To determine if the mission and its objectives were attained, program graduates completed a survey and were then invited to participate in an in-depth interview. Hermeneutic-phenomenological interviews were conducted to explore community-based extension workersÍ (CBEWsÍ) previous work and training experiences and how such experiences contributed to their present working relationships as partners in community development. The effects of a communications protocol in a synchronous on-line chat environment on the satisfaction of students in a Web-based computer science course was studied.
